It is unbelievable that Duterte has abdicated his role as political leader and commander-in-chief and has become the subordinate of his military subordinates on the crucial question of peace negotiations. He is probably insinuating that Lorenzana can overrule him anytime because his DND secretary takes orders directly from the US.

“The NDFP is ever ready to negotiate with the GRP as soon as the GRP [or GPH, meaning government of the Philippines] ceases to terminate the peace negotiations and allows its negotiating panel to negotiate with its NDFP counterpart,’ Sison said in a statement sent to INQUIRER.net.

For both the GRP and NDFP, it is easier and more economical to seek lasting peace through negotiations to address the roots of the armed conflict and forge comprehensive agreements on social, economic and political reforms than to rely solely on the use of military force

Duterte is definitely dazed by Fentanyl for imagining that he can destroy the NPA while he is rapidly discredited and isolated by his own drive for fascist dictatorship and has far less ability and resources than Marcos to maintain authoritarian rule.

He finds it useless to negotiate peace with the NDFP because that would be running counter to his scheme of fascist dictatorship and using the CPP and NPA as scapegoats for a nationwide martial law proclamation. He has not followed the requirement in JASIG to give to the NDFP a written notice of termination 30 days in advance obviously to show contempt for the NDFP and the entire revolutionary movement as well as the peace process and the agreements that it has produced.

I think that he finds it useful to terminate the peace negotiations with the NDFP, slander the CPP and NPA as terrorist, keep in reserve the explicit proclamation of nationwide martial law, escalate Oplan Kapayapaan and Oplan Tokhang and utilize Oplan Pacific-Eagle-Philippines as his means of intimidation and mass murder to ensure the railroading, ratification and enforcement of his pseudo-federal constitution for the sham legitimation of his fascist dictatorship.
