She is probably aware that the GRP and NDFP negotiating panels last November were ready to finalize the agreements on general amnesty of political prisoners, major parts of CASER and the coordinated unilateral ceasefire preparatory to the bilateral ceasefire supposedly desired by the AFP

For mass murder, the criminal braggart Duterte is the best witness against himself on audio-visual record and in print. Before and during the rampages of mass murder under Oplan Tokhang and Oplan Double Barrel, he has made clear incitements to frame up and kill drug suspects and suppress evidence as well as clear inducements, such as presidential guarantees of pardon and impunity and rewards in cash and promotions.

I think that he finds it useful to terminate the peace negotiations with the NDFP, slander the CPP and NPA as terrorist, keep in reserve the explicit proclamation of nationwide martial law, escalate Oplan Kapayapaan and Oplan Tokhang and utilize Oplan Pacific-Eagle-Philippines as his means of intimidation and mass murder to ensure the railroading, ratification and enforcement of his pseudo-federal constitution for the sham legitimation of his fascist dictatorship.
