Author´s Note: As founding chairman of the Communist Party of the Philippines, I have been asked by academic, journalist and activist friends and many other people to evaluate the CPP in the last 50 years and describe its current situation and prospects. All of them are anticipating the fast approaching golden anniversary of the CPP. I write this article on the basis of my previous experience and on the basis of publicly available documents.

At the same time, the regime is finding itself in an increasingly difficult position, economically, politically, and internationally. The introduction of the TRAIN law, a package of regressive taxation that significantly increases the prices of goods, particularly fuel, has sparked major protests throughout the country.

At home, I get personal security from friendly relations with neighbors, the intercom and alarm system of the apartment building and the emergency phone number. There are also the routine police patrols in the neighborhood and possibly electronic surveillance of my phone and digicam coverage of my street. The NDF Information Office to which I go very often is located in the city center of Utrecht and is certainly covered by digicam surveillance and police patrols.

Pacific Eagle appears to be a major escalation of U.S. intervention in the Philippines at a time when tensions in the Korean Peninsula are becoming explosive and when China is transitioning from a regional to a global power. And just as in Plan Colombia, there is both the regional and the internal dimension.

More importantly the national democratic movement of the youth and the people has gained a tremendous amount of revolutionary experience from the founding of Kabataang Makabayan in 1954 or the First Quarter Storm of 1970.

The vile purpose of the Duterte regime is to proscribe the CPP and NPA as terrorist organizations and wage a campaign to slander them, arbitrarily list down suspected officers and members for general intimidation, abduction, torture and mass murder as in Oplan Tokhang and further list individuals who are suspected of financing and aiding the CPP and NPA , who are themselves deemed as terrorists and who are thus made vulnerable to the violations of human rights and extortions by the terrorist regime.

Under Duterte’s leadership, there is clearly no revolution. It’s actually more of the same, only worse. What Duterte ushered in was a rightist counter-revolution.

The great Lenin extended and developed the theory and practice of Marxism to that of Marxism-Leninism in the era of modern imperialism and proletarian revolution. He led the Bolsheviks and the people in turning the inter-imperialist World War I into a revolutionary civil war, thus overthrowing Tsarism through the February 1917 revolution and subsequently the bourgeois Kerensky government in the Great October Socialist Revolution. All power passed on to the soviets of workers, peasants and soldiers, which led to the establishment of the Soviet Union on one-sixth of the surface of the earth.
