As revolutionary forces, the CPP, NPA and the toiling masses of workers and peasants build their own revolutionary democratic government (organs of political power) against the reactionary government of big compradors, landlords and corrupt burreaucrats represented by Duterte. On this principled basis, the CPP and NPA cannot and will not enter the court of the reactionary government to participate in proceedings.

The non-inclusion of NDFP is obviously motivated by a fear that the NDFP would make strong legal representations because of its established record of peace negotiations with the GRP.

The CPP, NPA and the masses have already sized up the strength and capabilities of their enemy and are well-prepared to fight him. GRP and AFP resources under Duterte are far less and weaker under Duterte than under Marcos. The crisis of the semicolonial and semifeudal system has become far worse. The NPA has spread nationwide and has gained experience and strength so many times since 1969. There are thousands of full-time Red fighters, augmented by the people´s militia, armed city partisans and self-defense units in underground mass organizations.

The government and NDFP negotiating panels were confident that they would be able to initial the CASER; the agreements on the general amnesty and release of all political prisoners, and the coordinated unilateral ceasefires at the closing session of the fifth round of formal talks, then formally sign all of these at the closing ceremony of the sixth round in January 2018.
